How KLTR uses artificial intelligence (AI)

KLTR uses COPFS-provided AI tools to support research, analysis and drafting. Staff check all outputs and remain responsible for every decision.

The King’s and Lord Treasurer’s Remembrancer (KLTR) has a shared services arrangement with COPFS, under which COPFS provides a range of corporate services and support, including secure IT infrastructure and AI tools. KLTR remains responsible for how those tools are used in carrying out its functions.

Any use of AI within KLTR is supported by COPFS corporate policies, governance arrangements and technology services.

Our approach to AI

AI may be used to support administrative and operational activities within KLTR. This may include helping staff to analyse information, summarise material and prepare draft content.

AI is used as a support tool for tasks such as initial drafting and researching. It does not make decisions on behalf of KLTR or replace the professional judgement, expertise or accountability of KLTR staff. All decisions remain the responsibility of appropriately authorised and trained employees.

Human oversight

Any use of AI within KLTR is subject to human oversight.

This means:

  • staff remain responsible for all decisions and actions;
  • AI-generated outputs are checked by staff before using, sharing or publishing them, with the level of checking reflecting the risks; and
  • AI is used as a support tool rather than as an autonomous decision-maker.

Transparency

KLTR supports transparency in the use of AI.

Information about specific AI systems used across COPFS may be published through appropriate corporate channels, including the Scottish AI Register, where applicable.

As KLTR uses AI tools and services provided through COPFS, the associated governance and assurance information is managed through COPFS' corporate arrangements.

Privacy, Security, and Data Protection

AI tools used within KLTR are subject to COPFS' existing requirements for information security, privacy and data protection. This helps ensure that any approved AI services are used in a manner consistent with legal, regulatory and organisational requirements.

What AI may be used for

Consistent with COPFS policy, KLTR may use AI to support administrative and operational activities, including:

  • analysing and summarising information;
  • assisting with research and the identification of relevant issues;
  • preparing draft correspondence, reports or other content;
  • workflow optimisation;
  • automation of repetitive administrative tasks; and
  • enhancing consistency and quality of internal processes.

AI assistance with these activities does not transfer responsibility for the work or any resulting decision from KLTR staff to the AI system.

What we will not use AI for

We want to be clear about what AI will not do at KLTR.

AI will not:

  • make decisions on behalf of KLTR;
  • determine legal outcomes, policy decisions, or case-related actions;
  • replace the professional judgement, expertise, or accountability of our staff; or
  • operate without appropriate human oversight.

AI is used to support our work and all decisions remain the responsibility of our staff.
